CareStar is seeking a detail-oriented, outcome-driven Technical Writer and Analyst to lead the development of clear, persuasive, and compliant responses to Requests for Proposals (RFPs) and grant opportunities.
This position combines analytical thinking and technical writing: you will synthesize input from clinical, operational, finance, IT and leadership stakeholders and turn it into compelling narratives, compliant forms and well-structured proposals that showcase CareStar’s value and impact in the healthcare and social services space. You will also help build and continuously improve the internal processes, tools and templates that CareStar uses to respond to competitive opportunities and track performance over time.
Key Responsibilities

• Adheres to the CareStar Rule in performance of job responsibilities.
• Understands and complies with CareStar Policies and Procedures.
• Maintains confidentiality as related to patient and proprietary information. Any disclosures of confidential information made unlawfully outside the proper course of duty will be treated as a serious disciplinary offense.
• Follows the Acceptable Use Policy, while using any information systems owned or controlled by CareStar, Inc.
• Owns the full lifecycle of RFP and grant responses, from writing, editing, visual improvement and submission.
• Develops, writes, and edits clear, compelling, and compliant proposals, narratives, and supporting documents for Government, State, Managed Care, Foundations, and other public and private funders.
• Translates complex clinical, operational and technical information into accessible, persuasive content tailored to evaluators and procurement reviewers.
• Partners closely with CareStar Leadership and subject matter experts to clarify requirements, gather data, define win themes, and align responses with strategic priorities and revenue targets.
• Builds, maintains and continuously improves an RFP/Grant/Project/Sales tracking system (e.g., pipeline, calendar, status dashboards) that documents opportunities, deadlines, deliverables, and outcomes.
• Creates and maintains proposal templates, standard language libraries, boilerplate content, and style guides to drive consistency, brand alignment, and efficiency across submissions.
• Conducts and synthesizes research on funders, procurement requirements, competitor offerings, healthcare policy trends, and best practices to strengthen CareStar’s positioning and responses.
• Coordinates timelines, task assignments, and internal review cycles to ensure all submissions are complete, accurate, and delivered ahead of deadlines.
• Collaborates with finance and operations teams to align budgets, staffing models, performance metrics, and outcome reporting with proposal narratives.
Minimum Qualifications
• Bachelor’s Degree in English, Communications, Public Health, Business, Marketing or related fields and 2-4 years’ experience in grant and proposal writing or non-profit fundraising.
• Demonstrated success in securing grants from government, foundation, or private sources.
• Demonstrated ability to build rapport with people from various business backgrounds.
• Demonstrated strong critical thinking, problem-solving, project management and follow-up skills and flexibility in relationship to job requirements.
• Possesses highly effective communication (oral and written) and interpersonal skills with respect for others, including individuals, coworkers and other professionals within a diverse work environment.
• Compelling, persuasive and influential writer,
• Presents professionally and is relatable.
• Excellent research, writing, editing, and proofreading skills with attention to detail.
• Available to meet the needs/requirements of staff, coworkers and individuals.
• Possesses computer skills sufficient to enter information electronically, to use CareStar’s website and email and to demonstrate familiarity with suite of Microsoft Office Programs, publishing, other sales proposal and Artificial Intelligence software.
